Mix flour, salt and water until dough forms. Knead for 1-2 minutes to incorporate all ingredients. Roll out (as if making cookies) to about 1/4" thick. Using cookie cutter, cut out people shapes for as many kids there are in the family or for whomever is making the project. Place on cookie sheet. Connect the hands and feet so they look like paper dolls. Using toothpick, draw faces on the people and poke a hole 1/8" below the top of the heads on the shapes on the ends. Place in oven for approx. 2-3 hours or until dough is somewhat hard. Allow to cool completely. Using paint, decorate the people. Take a picture ( or more, depending on the number of people in the row) and glue to back of shapes, placing the picture in the hole created by the hands and feet. Glue construction paper to back to cover up back of picture. Thread string through hole to desired length.
