Humm.. I think a lot could depend on your budget, for both money and patience!! You could get some beads and things and let them string them into necklaces, bracelets, etc.. Or maybe some of those sand art kits. You could get a poloroid camera and take a picture of each guest as they arrive - with the birthday girl of course, then they could get started making frames for their pictures with popsicle sticks, glitter, beads, markers, etc... Those could all be items they can take with them when they leave. I can remember a craft I made when I was young that was fun... you take baby food jars, clean them out and remove the paper on the outside. Then you take a small ball of clay and push into the top of the inside of the lid (when this is all done, the jar will actually sit upside down) and then you take small dried, or plastic flowers and push their stems down into the clay. Carefully take the jar and set it down on the lid and screw it back on. It make a cute little display (maybe not something that you want to set in your curio cabinet with your hummell figurines - but cute and fun to make). Good luck with it!! i wish ya the best!

Walmart and Oriental Trading Company sell 5x7 paper mache picture frames that can be decorated with paint, buttons craft foam, etc. Or you can make a frame from the craft foam itself. Glue on buttons, foam shapes, etc. (Our walmart has big plastic buckets of varied foam cut-out shapes for about $5)
I don't know if you group is too young for this, but ...For our Sunday School class one time, we made "Pizza Box Portfolios" using pizza boxes a restaurant donated to me. I turned the boxes inside out when forming them, then the kids decorated them with construction paper, markers, and stickers. I had a bunch of the decorative edge scissors. We then put their name and year on them. They can be used to store special treasures, artwork or special papers from school. The kids had a lot of fun making them, and it was something that could be kept up on a shelf.

my dd went to a perty where they decorated a 3" terra cotta flower pot with paint, glued on fancy buttons, beads and fun foam shapes etc. They then inserted a styrofaom ball inside the pot and stuck lollipops in to resemble flowers growing in the pot. They were very cute. dd was able to bring it home, eat the lollipops and uses the pot to put pencils and odd and ends in on her desk.
