Does anyone have any experience in submitting proposals?

I have been working on one to submit to our parish council concerning opening a preschool. I would LOVE it if someone here would be willing to read it and tell me what I need to do to strengthen it.

The company I work for submits research and development proposals to the government on a regular basis. I have no experience with them myself, but did want to pass along that they always have at least three parts: management approach, technical approach, and cost proposal. These follow a basis introduction and background. There are usually appendixes that may have lists of personnel, equipment, etc.
